I have a shared Dial-Up connection for 5 computers on local network. Is there any software that could be installed on computer with shared Dial-Up connection to limit Internet bandwidth for every other computer on the network, without the need to install a client application on each of them?

No there isn't through windows although you can kill the internet connection for the other machines by giving them all a wrong gateway address in the properties of tcp/ip.
As it is only the net connection you wish to kill that is what will happen and your lan will be OK as it work through the switch or hub component of the dial up router.
Restricting bandwidth on dialup is fruitless as the connection speed already is slow.
Another alternative is if your dial up router has an interface which allows you to play with bandwidth..although I doubt this as this is a feature reserved for more powerfull(bigger) broadband routers.

If you got an old spare machine. you could try setting up a firewall.
ipcop is one that supports Bandwidth limiting for Internet Connection.
