Two things that's pretty obvious:

0. AutoPatcher XP March 2006 - Size (22.5MB)

1. AutoPatcher XP March 2006 - Description
(This release is based on the all-new AutoPatcher 5.1. Although made with Windows XP SP2 (English) in mind, AutoPatcher XP will load on any Windows version or language, showing only the items which match the running environment).

In other word NO, it is assumed that you already have SP2 (272MB) installed prior to downloading the above Autopatcher file.

However, if you are talking about the Windows XP Service Pack 2 Network Installation Package for IT Professionals and Developers which IS 266MB and is located here, then the answer is yes.

The network install for SP2 will install SP2 on a pre SP1 or SP1 computer.
