automatic cd-rom drive operation?

OS: windows xp sp1
CPU/Ram: amd 1ghz; 384 mb

sometimes when i run a program (for instance, internet explorer), my cd-rom drive starts running as if it's loading a disc.

yes, autoplay is turned off (meaning once i insert a disc, it doesn't load it), so don't tell me that that's the solution.

anybody have an alternative answer?

WAG:

Remove the cd-rom from the device manager, reboot, windows should re-install the device. Hopefully that will correct the problem.
