Before I got XP, IE used to ask if I wanted to shut off the internet connection when I closed IE down, but I can't find an option for this now (IE6.0). Does anyone know where it is?

Tools>Internet Options>Connections tab
Highlight your connection, then click 'Settings' button
In the new dialog box, click the 'Advanced' button
Check box for 'Disconnect when connection may no longer be needed'

Nope, got that set, but when I close down IE the connection just sits there.

Had the same problem before I switched to cable. After two or three restarts the change as described by HiJinx took effect and the disconnect box appeared. Don't know why it wasn't immediate but eventually it came good.
