Ensure that the "Windows Default" option is selected where it says "Sound Scheme" in the Sound tab in Sounds and Devices.

Hmm I wonder what happened to decency and morality? Doesn't anyone remember them?

It sounds like you installed Windows from a regular Windows CD. It probably doesn't have the sound drivers for your model built into it.

Go to the Dell site.
Get the audio drivers for your model and install them.
You may need other drivers as well. Get them from the Dell site for your model and and install them.

Whenever you load Windows from a regular Windows CD (or DVD) from scratch, after Setup is finished you must load the drivers for the mboard, particularly the main chipset drivers, in order for Windows to have the proper drivers for and information about your mboard hardware, including it's AGP or PCI-E, ACPI, and hard drive controller support. If you have the CD that came with the mboard, all the necessary drivers are on it. If you load drivers from the web, brand name system builders and mboard makers often DO NOT have the main chipset drivers listed in the downloads for your model - in that case you must go to the maker of the main chipset's web site, get the drivers, and load them.

Try this way:

Before Re-sitting Audio card:
(1) Download pertinent audio driver commensurating to your audio card from Dell Web site. If you know your Dell's Service Tag Number, it will be easy to locate driver.

The Process of Re-sitting Audio Card:
(1) Shutdown computer , remove power cables and peripherals -- and let system discharge for 10 to 15 min.
(2) Remove any static electricity on your hands/clothing by hydrating hands and damp dry -- followed by touching grounded pipe (faucet)
(3) Remove the Audio Card from computer's PCI slot - Prob 5 minutes is good enough.
(4) Donot install card yet. Restart computer. Install the Audio Driver for your Audio Card.
(5) Shutdown computer, remove cables, and let Motherboard discharge the capacited electricity -- ~ 10 min.
(6) Put back your Audio card. Restart.
(7) You computer will recogize new hardware (i.e. audio card).
(8) Windows boot sound would indicate your are all ok.
(please note: this might seem little laborous process, but proper static discharge will save you from frying volatile and sensitive components. THis would mean that you or other viewer is doing computer hardware manipulation for the first time. If you have some experience you need not be told in this detail what to do).
