I am not able to see any video when playing back a video file. Audio can be heard in the background. I think I have the latest drivers and codecs. Anybody else have this issue?

I had kinda like that problem. The only drivers for ATi Rage Mobility (as far as I know, and where I've got them) can be found on Windows Update. After I've installed this driver, it worked fine for me.
Make also sure that you've first installed codec 3.11alpha, and after that codec 4. Then also make sure that during the installation of codec 4 you chose NO when prompet if codec 4 should play 3.x movies.
