Ive installed all the latest drivers for my computer but if i don't set the graphic card hardware acceleration down to minimum my monitor flicks on and off Ive even gone as far as updating the bios to the latest one but the problem still exists and until i get it fixed i cant play any game any help or suggestions would be much appreciated Thanks

Could be a card problem or a monitor problem or a problem with your display settings. You haven't provided enough info. If you have an LCD monitor, make sure to use the native resolution settings.

i have a philips crt 17" monitor that will run at a max of 85hz im going to try the card it another computer with the same drivers to see if it is the card thanks for your suggestion
