Apply view settings to all users?

I need to have explorer view settings (such as show "Details", do not hide system files, etc) apply to any new user that logs into a machine. How can I do this?

Have you tried this:

Set a folder to the view that you want,
then click Tools,
then Folder Options,
then View tab,
then click "Apply to all folders" button.
