Apache Server Two Instances

I usually start the Apache 1.3 HTTP Server by using "Net Start Apache" at the command line.

After doing so, when viewing the process list in the task manager, I see two instances of the Apache.exe SYSTEM service. They have different memory usage numbers, one has 1,764kb, and the other has 2,628kb.

Is this normal?
