Hey, I set up a "limited" account for my roomate, but he can still download mp3's...Is there a permissions setting or something I can set to restrict him from downloading anythig? Especially Mp3's... THanks! mikell

You could always disable your network card (unless you want them to have at least some Net access). As a limited user, they wouldn't be able to reenable it.
My Computer>Properties>Hardware Tab>Device Manager...
expand the network adapters, right click on the network card and disable it

Mike, are you interested in a career with network security? If not disable the roomates user ID and lock him out of your box and be done with it.
He will be mad for a while then either forget about it or buy his own. The one thing you dont want to do is start a game of cat and mouse where he attempts to crack the code every day.
Your going to end up with an unstable OS, data loss or worse when your HD fails because of the 300 hardboots while your at work.
Been there.. done that and every time you figure out a new obstacle to put in place the roommate figures out a new way to get around it. The difference is the roommate doesnt care if your system is destroyed in the process.

Get rid of the roommate and get yourself a mate. Then turn the computer off.

Here's ya a trick.
Uninstall the downloading program he is using and reinstall it elsewhere, preferrably in a hidden spot under a fake name you'll remember. Rename the .exe and such and update the links if you yourself use it. (Put all these updated shortcuts into a start menu folder he cannot access as well.) Then, go to the old shortcut he used to start the program and tell it to go to a .htm file you have created that pretty much tells him to quit trying to DL stuff or you'll take away his right to use the computer.
You could also use x-teq's X-setup to add a pop up before login with the same sort of reminder on it.
