Always CPU Usage of 50%

For some reason my CPU usage is never lower than 50%. I checked under the "Windows Task Manager" to see if there are any processes running that may be causing this, but I found nothing. Actually, what I found was strange. My System Idle Process says 94, but at the same time my CPU usage is still around 50%! Does this make any sense? Please, any help or suggestion is welcome :)

Try running a couple scans for malwares.

Ok, this is an update to what just happened? I figured I should just reformat to save me the trouble of having to find viruses and malwares. I thought that would also fix my %50 CPU usage problem, but it didn't. I completely erased my old partition and the problem still persists. Could it be that my CPU is going dead? Or is it the motherboard? If anyone has any trouble shooting software that they can advice that would be great! Thanks for reading.
