For some reason I can't right click within the start menu. I haven't installed anything in the past couple of days to create this problem.
Any ideas why this could be happening?

Right click Start button, then Properties, then Customize... button, then Advanced tab, in the Start Menu items list, check mark "Enable Dragging and Dropping".

Using System Restore too many times can cause more harm than good. After doing a restore that does not fix a problem, then UNDO the Restoration.
