All Users\documents folder not acce

I tried to install a program, but cannot, because it tries to put something in my C:\Documents and Settings\All Users\documents folder, and cannot. I get an error message that the folder is not accessible, access is denied. What does this mean? Why can I not access that folder? Even when I click on it, I get the same message.
I saw the identical problem in other posts, but only w/ XP Pro, not with Home Edition. That fix doesn't seem to apply here. Windows Help says that "The Simple File Sharing interface cannot be disabled in Windows XP Home Edition"
