I experienced the same result part way through Norton 2006 antivirus installation. Everything went to .lnk extension, nothing will open including my "C", explorer, email, control panel, etc, etc. I initially thought it was a hard drive malfunction, but I now see it is fixable.
I can do following:
Start>Run>, should I brouse for xp_exe_fix.reg?
