All Accounts Locked Out help

hey guys,
basically All my Accounts have been Locked Out and there are None Available to select on logon screen.....little help how i can bypass it? or unlock the accounts thru safe mode dos?

If you know the password to the Administrator account, press CTRL + ALT + DEL twice. The login box should appear, type Administrator as the username then the password. What I'd like to know is how all of your accounts have been locked?

basically i am having a problem with my registry, and everytime i start it up it freezes at random points (not virus', comp is clean, not ad aware, not spybot, not memory issues nothin) and i have my security set up to lock out the account.
