Advanced options for .exe file type

Specs: Windows XP
I have an html file I am using as a menu to select from various programs on the hard drive with .exe extensions. When I click on the links for the programs I get a pop up asking if I want to run or save. I do not want this pop up I just want to run the program. I think the solution is in the folder options under file types, advanced there is a box called confirm open after download. I can't access this advanced tab for .exe files or for any new file types I create. Could someone let me know how to have the programs automatically run? Oh I made one of those menus once
Basically Internet Explorer Security settings (in default) will cause the issue

There is no fix, unless you want to lower your security settings (not recommended)

Note: The same HTML file online can be made differently
But on a local drive, that's that, I'm sorry :(

This is a computer that will never be hooked up to the internet so it doesn't bother me at all to lower the security settings. Also, the html file is on the local drive

I guess I should also say that I tried lowering the security settings already and it didn't work, so if anyone knows specifically which one would cause this problem it would help me out.
