I've managed to get my ADSL connection to connect as I log on to Windows XP by putting shortcut in STartup and disabling prompt for user name and password. However, this is no good for logging in remotely using VNC - for that I need the connection alive before the Windows Logon dialog appears. Does anyone know of a way to make Windows connect before (or soon after) the logon screen appears?

The only way to have a live connection before Windows starts is to connect through a Local Area Network via a router. That way the router does the connection and it remains live while the router is on, even when the computer is shut down.

By the time you get to the logon screen the Local Area Connection will be established.
