Is your .gif linked/part of an .gif animation? If so, then Photoshop can't edit it. You must remove/copy the individual frame, then reinsert it back into the animation.

Give a man a fish and you feed him for a day;
Teach a man to fish and you feed him for a lifetime;
Then industry pollutes the water and kills all the fish.

If it is not an animation then it may be because it is the background layer?

Double click the background layer and rename it layer 0.
