I know that during the installation you are asked to enter a password for the administrator. Can you only access that account when you run your system in safemode, or is there a way to access that account in normal mode also? The idea is to create three users in Normal mode, have one called Administrator (if possible) or maybe Admin, that can install programs and the other two (Jim Sally etc etc) that cannot. However if Jim or Sally do want to install a program they need to know the Administrative password, and be prompted for it.

Not true - it's optional The only thing you should do during the installation is establish username. Otherwise Windows will use the default name, i.e., Administrator.
