Administrator account problem

I'm not quite familiar with computer but I can manage to understand some of it basic operations. But my problem is with my account, lately its been operating like a limited guest account. I've tried to check on the control panel using the safe mode but I find out that it is still in the administrator type of account. I can't access even drive C, and also the ALL Program , it keeps promting that I have no permission on those sites.

Please need your help thanks.

It seems that you have lost the permissions to access the files/folders.
Make sure that the system is totally clean and free from any malware/spyware/viruses first.

Then change the permissions for your use of the files.
