Hi there,
I have a german version of xp pro, but I am using it in England.
I recently tried to install ntl broadband (cable modem). About halfway thru the automatic installation/registration process, just after I have connected the modem via usb to the computer, I get an error message (error 20), saying that I have to be logged on with administrative privileges.
Of course, I was! Then I reverted to the standard default administrator setting, before user identities are created. Still the error.
I phoned ntl. Some bloke tried to bulls**t me off the phone, then blamed microsoft.
I looked at microsoft, and tried a fix involving a similar error trying to connect to the internet after restoring xp (which I didn't), so I had a look because it was similar. But it was useless. There are no other fixes to be found that are comparable to my problem at microsoft.
I am pretty desperate now! Could it be that the software is not recognizing the administrator because of the system's german language. Does anybody have similar experiences?

The last time I installed NTL BB on an XP machine I didn't bother with the supplied install disc.
Simply plugged the modem in (via USB adaptor)and hey presto it worked?
Try it, it may work for you too.
