I normally change the drive-letter in
control-panel > admin.tools, but now is the only thing I get a notepad named desktop.ini, in it i find:
[.shellclass info]
localized ResourceName=@shell32.dll,-21762
I have not changed anything in my comp.???

Not sure why you would need to regularly change drive letters but to verify the problem isn't global I suggest you try accessing Disk Management by right clicking on My Computer> Manage> storage> disk management.

If you have auto updater enabled you are changing some things in your OS any time Windows updates.

Neither am I sure about why you "normally change drive letter" and for what purpose. In any case look HERE to fix the problem.

Thanks for the help.

I solved the problem by copy of the
compmgmt.msc in system32 to
c:\documents and settings\all users\start\menu\
programs\administrative tools

all the pgm's are working fine
