OK here we go:
0. Boot the computer in Safe Mode by turning the machine on and immediately pressing the F8 key several times until the Advanced Windows menu appears.
1. Use the arrow keys to highlight Safe Mode and press the ENTER key.
2. At the login screen, click on the Administrator icon and hit ENTER assuming there was no password previously set.
3. If you do not see an Administrator icon, type in the username Administrator and leave the password field blank and login.
4. Click Start, and pull up to Control Panel (or point to Settings, and then click Control Panel).
5. Click User Accounts and go from there.

ok.I went there already but the only account that i see is the guest account.no admin account and there is no way to add/change the account,so it just says change picture.help please.

If there is no other user account created, I am not sure what account you are trying to modify then.
The default administrator's account is not one you will be able to delete unfortunately.

try this.
do a normal boot and when it comes up to the login press control/alt/del a few times and see if the system admin log in comes up...do not use a password just click the admin account leave the password blank.

If you get in that way as above just go to control panel and delete all the users accounts.
You cannot delete the guest account or the system admin which you are logged in on.In The Matters Of Style,

change the Administrator (or any other account) password with Offline NT Password & Registry Editor
then log in as Administrator and change the settings

or get hiren's boot cd and run NTPWD. this will reset the windows nt/2000/xp administrator/user password.
