Admin cant change other password?

hi, on WinXP Pro with SP2, i have this user account "kat" which is an administrator, while login as "kat", i cannot change the password. later i cahnge "kat" to "kat2" (change name), it doesnt work either. keep saying "Windows cannot change the password" i logoff and login with Administrator (the de-facto admin account with winxp installation) and tried to Remove password for "kat2", also said "Windows cannot change the password". tried changing the password for "kat2", same thing. any ideas? worse, now i can't login using "kat2" NOR "kat", even when ii change the name kat2 back to kat. seems like the account is dead. but any ideas why keep getting the "Windows cannot change the password" message? feedbacks appreciated. thanks,
