Add folder to Start Menu

I would like to add an expanding folder to my Start Menu, but I want it to be in the Start Menu itself, not in the All Programs submenu.
The folder should be in the top half of the menu, where you can 'pin' things to the Start Menu. Does anybody know if this can be done?

just drag and drop it in the start menu when the black solid line appears. That's all there is to it.

I have a question about this - the start menu has a left side and right side, not a top half. And, the response about I have been trying to figure out how to put a My Pictures link on the start menu.

To add selected items to the Start menu ========================================= Right-click the Start button, and then click Properties. On the Start Menu tab, under Start menu, click Customize. On the Advanced tab, under Start menu items, select the items you want to appear on the Start menu. The next time you click Start, the items you selected are on the Start menu. Note: You can remove an item from the Start menu by clearing its check box in the last step of this procedure.

You misunderstand. I would like to add an EXPANDING folder to the Start Menu. When I say the top half, if you look at the Start Menu, there is a divider that separates your commonly used programs and the shortcuts you 'pin' to the start menu. Internet Explorer is probably already in that section.
Is there a way to add an expanding folder to the Start Menu, besides in the All Programs menu?
