Activex loading problem in XP

OS: Windows XP
CPU/Ram: Pentium 3, 512MB

I wrote a simple activeX component using VC++. Problem is that XP cannot load this ActiveX component, even system asks to install and I answer yes. I put all security options so low as possible but this activex component is not registering. If I install MS native VM into the system then this component is registering successfully. Can't I register this OCX in the system which does not have any VM.
