Yes it is irritating indeed but necessary for the good of your computer (so as not to trash it). It's coming from SP2 functionality changes.

You're welcome. As an FYI, here is a description of IE Information Bar in XP SP2.
If you are that irritating, you can tweak it if you like using the procedures given HERE. (Scroll down the page to see it). Be aware that all tweaks require modifying Windows XP registry. Be careful.
