I have a white desktop with icons. I used to have a picture. Won't even give me options to browse or choose other backgrounds. I have searched for hours on how to restore active background. When I turn computer off and on, my background pic briefly appears.

Darn Active Desktop.
If you insist then you might try a system restore to a time when it worked. AD is difficult to keep working. Many apps conflict with it. Consider a basic desktop.

Try Right click on the bare desktop and select Properties. Go to Desktop tab, Customize Desktop button, Web tab.
Delete those that do not belong and select yours. (My Current Home Page belongs there.)
