Activate Windows (msoobe.exe) not workin

I need to change my license key, but when i use Run -> "C:\windows\system32\oobe\msoobe.exe /a" the window that comes up only has the blue background with some document-icons that has a red x in them, similar to when pictures does not appear in IE. Why is this and how can i get this dialog to work appropriately again? PLEASE HELP, IT IS IMPORTANT. Thanks.
