Action Cancelled on XP PRO Kiosk PC

I have about 4 XP Pro Kiosk PC that are set to display a queue by going to a url in IE6 that is hosted on the server.
BY GPO, it is locked where it can not be /shut off etc etc.
Every once in a while, it gives an error message "Action Cancelled" and refreshing does not resolve the issue. We have to Reboot the workstation to get it to work?

Is someone pressing a key or button on the Kiosk when this happens? This is assuming the kiosk has a keyboard. It almost sounds like it is responding to a cancellation sequence when you get the "action canceled" message. Could a key be stuck?
