Accessing files with Encryption.

I encypted some files on my system, but ended up reinstalling the OS. Now I can't access these files. I've tried the cipher command to remove them, but it says access denied. I've tried the regedit hack that disables the EFS, but that's all it does, I still can't access the files. I've tried making a "desktop.ini" files to disable it in the folder, but the same thing.
I made a backup of the files like it told me, and got rid of the security when I unpacked it, but it didn't work either.

Additional comment. I tried to going into MMC (Computer Configurations>Windows Settings>Security Settings>Public Key Policies>Encrypting File System>) and then I try to add a Data Recovery Agent. But I can't figure out how to do it. It says to add a user, but I don't know where I am supposed to get the user from.
All I get is add a certificate. But if I had the certificate I wouldn't be having this problem in the first place :)
