I am losing access to files after moving to another folder in Windows Explorer. I thought it was just drag & drop, but now I discover if I cut & paste I am getting denial of access to those files. It seems to be a file lock, (error message that file is open, which it is not) or denial because of permissions.
It does not allow access, copy, paste or change properties, it is completely "locked".
I have tried starting in safe mode, but that denies me access to even the folder the files are in.
I am also getting a System32 window poping up on startup. I don't think it is related, but could be.
I would appreciate any help on this please.

I recently had a nasty time trying to remove this horribly indelible folder (C:\BDE) due to permissions, even though I was using the only administrator account. If you’re using an administrator account and still don’t have the access you want, then this is what you should do:
If you have Windows XP Professional Edition, skip step one
1.) Start your computer in Safe Mode
2.) Make sure you’re logged on as an administrator
3.) Get the properties of a folder or file you’re having problems with
4.) Click the “Security” tab
5.) Make sure that everybody has full access
If that doesn’t work, try messing around with the owners stuff. In case you’re wondering, the reason why you’d need to start your computer in Safe Mode if you have Windows XP Home Edition is that the “Security” tab isn’t available on Home Edition if you’re not in Safe Mode. Go figure.

in win nt5.x the files or folders moved inherit the rights of the new folder.
sounds like the new location has different levels of access than the old and got changed on ya.
