access PR database and shortcut

We have a PR database on the network so we can write PR's. The shortcut doesn't work on a user's desktop. You can open it from other pc's without a problem. If you check the properties of the short cut the path is valid. If the said user goes directly to the PR exe it still wont open. The user can open other access databases without a problem. Lastly, if the user opens up a blank access and then tries to open the PR database whalla....it opens. Any idea whats stopping the user from opening this particular shortcut/exe? BTW, a reboot didnt help and dont see anything spywarish in running processes.
