access denied to files after moving

I am losing access to files after shifting in Windows Explorer. I thought it was just drag & drop, but now I discover if I move a file without opening and resaving I am getting denial of access to those files. It seems to be a file lock, (error message that file is open, which it is not) or denial because of permissions.
It does not allow access, copy, paste or change properties, it is completely "locked".
I have tried starting in safe mode, but that denies me access to even the folder the files are in.
I am also getting a System32 window poping up on startup. I don't think it is related, but could be.
I would appreciate any help on this please.

Well first off can I ask if this is a slave drive and/or are you logged in as Admin?
