Access Denied in Windows XP

Whenever I have to reinstall Windows XP, and I try to access any of my drives, I get an Access Denied error; and the only way that I can access those drives it to format them. This is not an option as the drives are being used by the other OS's I have on my system. I have a dual boot setup with Win 2K3 Server and I am able to access the drives with no problem on my server OS. I have tried to reclaim access to the drives using the Command Prompt command cacls, but have had no luck. Any help as to how I can access my files and stuff without having to format the drives would be appreciated.

When I open My Computer, and right-click and select properties of any of my drives I only have the General, Tools, and Hardware tabs. That was why I thought of going in through the command prompt way..
