Access Denied for .MSI

OS: XP MCE SP2
CPU/Ram: 1.73GHz/1GB RAM
Manufacturer/Model: Dell I9300
Comment:

When trying to run an .MSI file I get an access is denied message immediately upon running. I don't know if it matters but I also get the same message when I double click on a .txt file.

I have tried to restart the msiexec.exe as per previous posts suggested and I also disabled he HP printer security update that was listed in another post. But I am still having the same trouble.
