NO! The client needs to access opendns's server.
The main claim seems to be a "safer" way to use the internet.
There are many ways to protect your system. The collection of tasks are a phrase called "best practices." The more you use the better off you are. This may be part of what you could use along with as many others as you can.
I read it wrong and answer it wrong too. So get off my case you peanut.

Ir doesn't matter what I think of OpenDNS. It's something that I think you will pass up after you read wikipedia's explanation in the link below.
