Abort shutdown on remote machines?

Can this be done on remote hosts (running xp) that are "stuck" in shutdown? Many of the machines I monitor (when locked up) return the message 'A system shutdown is in progress' when trying to reboot via telnet with 'shutdown -r -f -t 0' ...am looking for a way to bypass this without hardbooting.

If the system is hanging up at shutdown then theres a problem with some service stoping i would think.
If its allready rebooting and you tell it to reboot again its just going to tell you hey i allready am rebooting...But i don't really understand the question sothis is my best guess....
