A weird problem with Romanian chara

Hello everyone.
Recently I have reinstalled from scratch my Windows XP SP 2 and did a registry cleanup after finished installing and configuring software.
A weird problem occurred then. I am from Moldova and working as Internet Administrator I design WebPages and graphics using Romanian language. Frankly some of my essential applications like FrontPage and PhotoImpact are simply refusing to include such Romanian characters as ţ ş â î ă etc. Its pretty weird because other applications like Microsoft Office 2000 or even Notepad are easily accepting these symbols. Those applications I mentioned are simply replacing Romanian characters with western like t s a I a etc.
Any ideas what I could I mess in the registry or what could be done to fix that?
