A small-big-weird Prob HELPPP

As you all know, the users on my XP are locked, I can only use 1 user.
But this is not the prob.
I tried to use "windows help and support"
And it asks me to do the following:
1) Open User Accounts in Control Panel.
2) Click the Advanced tab.
3) In Secure logon, select the require users to press Ctrl+Alt+Delete check box

Now, I did 1). but there is no 2!!!!
there is no "Advanced tab".
I see "Pick a task:...." - "or pick an account to change"


WHERE IS THE ADVANCED TAB?!?!?
