Ok, my question is how can i get 1.4 gb on a normal cd-r 700mb?

There is a new technology available on some new burners called HD-Burn that allows 1.4GB on a CDR. I would imagine that only drives that support that format could read such a disc though.

i have a cdr sitting infront of me with 1.4 gb's of data on it, normal cdr, 700mb. i have an older cd burner, 12x and thats all and no new burning software, this cd has 4 nt os's on it. how is this possible im wondering, not dvd material i cant read that.

Although the cd says that it has that much material on it, I doubt that it does. A form of copy protection tricks your player into believing there is that much data so as to keep from being copied by a cdrw drive.
And although there are programs that can still copy it, as you may have a copied disc,I will not tell you what they are as we are asked not to . The disc is only capable of holding what it is stated to hold plus or minus " lead-in" depending on manufacturer.
