A message to all users?

On our XP machine I have created a bunch of users. I maintain this unit and keep it free of junk.. I dont mind that some users install games and other software to get them through the night but I have found some unnessarry programs they install and leave that is a waste of space. like SQL server, Macromedia flash.. etc..
None of those programs will ever be used by any person in our office.. I have 1st security agent and block a few things, but i dont want to block the install of new programs.
Is there a way I can put a "Note" on someones account or all accounts that when they logon they wil see this note asking them to contact me before they install programs?
BTW all I have set up all users and they inserted there own passwords to lock the acounts.

create a logon script and place the message in it, then place the word pause after the message that will make the script pause when its run so they can read it. then assign the script to all the users.
if there is already a script running to map drives or the users the message can be inserted into that script.
