60 sec delay after desktop appears

This is driving me crazy. I have looked and looked and cannot figure this out.
After the windows desktop appears with all icons, there is a 60 sec delay before system is functional(some programs will run, others hang for 60 secs). After 60 secs, everything runs just fine.
I have virus scanned, I have run spybot and adaware. I have removed all startup programs from registry(..currentversion\run stuff), I have removed some services programs, I have removed modem and network card.
All to no avail. Any suggestions, I'm ready to take a hammer to this PC!!
