hi i used to have win98 and in the option place, you can check a place to restrict the modem from dialing long distance...
i am wondering if there's a same function for winxp pro...

IE->Tools->Internet Options->Connection tab-> under Dial-up and Virtual Networking Settings, select the your insternet connection->Settings button->under Dial-up settings->Properties button->select Use Dialing rules->Dialing rules button->enter necessary infomation.
