i have a gf4 ti and my old power supply is 350 watts i replaced it with a new 300 watts power supply, after that my 3d graphics has garbage and small black square dots, my 3d games freezes, is this because of a lower wattage of power supply? or should i reinstall windows?

marc, SWAG, gut tells me it's power supply. If the amount supplied is insufficient, certain video displays will try and fail and somewhat distorted display is the result. Yours sounds rather severe. Rather than go down in supply, I'd go up. If you do that and still have the problem, we'll dig deeper.

ill buy a 400 or 450 watts of psu, for now ill try to reinstall windows and update my video driver
