2 hard drive seen as 1

OS: Win98/win xp

I have two 40GB HD which is drive c: and E:.
which again they are both 40GB. how can i make where just drive c is shown as 80GB?

You can't. They are phyically separate and therefore must retain unique addresses (C: & E:) It's sort of like you and the house next door can't have the same address because no one would know who lived where.
