1962 No operating system found

I have a IBM PC300GL, model 6288 that is giving me fits when I attempt to boot up. I get no splash screens period. Nothing. It goes straight to a screen that says "1962 No Operating System Found Press F1 to repeat boot sequence", with a picture of a floopy disk going into a floppy drive.
The odd part is, I can put in my Win XP disk and it will load XP from the disk and run perfectly until I reboot it. Then it comes back to that screen and will not do anything else. I have hit every dang key combo that I can find and nothing seems to work. I even flashed the bios when it was running and that didn't work either.

Why can't I get a BIOS/CMOS screen ? If it was a HD problem, then it wouldn't load and run Win XP. It has to be something else.

Any Ideas ?????
