16 bit programs in XP?

Hello,
I am having troubles getting a graphics program to work with Windows XP. The program is called CasMate and it runs a plotter to cut graphics. This program works fine on Windows NT or 98, but I would like to upgrade to XP. Even with the program compatibility wizard, I still can't get the program to open. If anyone can help me with this, I would GREATLY appreciate it.
