16 bit programs in XP?

CPU/Ram: 2600+/512 PC2700 DDR

Hello,

I am having troubles getting a graphics program to work with Windows XP. The program is called CasMate and it runs a plotter to cut graphics. This program works fine on Windows NT or 98, but I would like to upgrade to XP. Even with the program compatibility wizard, I still can't get the program to open. If anyone can help me with this, I would GREATLY appreciate it.

One way I can get the old applications to work in XP or 2k by installing the program in the working os first, then upgrade it to the newer one.
