100%cpu all the time

OS: win xp pro
CPU/Ram: 2.5/512
Product: dell 4400

Had a problem that was causing everything to run extremely slow,I decided to reformat the HD. I loaded up the OS. "nothing'else so far.
The computer takes at least 5 minutes to get the bootup and longer to get the OS loaded.
When I check, the CPUs are at 100% and of course nothing wants to run. System and explorer seem to hog it all. I am sure the problem is there before the OS loads, but can't figure it out.. I changed the memory and also swapped the processor with a known good units. all cards are 'pulled'. It must be a M/B problem but not sure what? the bios was updated. can anyone shed some light before I toss it?? thanks franbarb

Try this. DrWatson sometimes screws it up.

Boot to the safe mode and go to the boot.ini file in C: drive, Open properties and uncheck the read only box. Then open the file with notepad. Look for
/noexecute=optin. Change it to /noexecute=AlwaysOff.

you need go to run then type "msconfig" go startup turn everything off

then go to services check hide microsoft and turn off most everything - except antivirus

go to your task manager see whats hogging up your cpu and google what it is - it could be a rouge printer or anything?

I have tried the above, with no results..
the problem really is extremely slow getting up to the 'bootup' then really doesn't want to run.. thanks again
ps, all is off in the msconfig...

Go to msconfig and in the boot the boot.ini menu check the SOS box. On the next boot you will see all the drivers as they load. Check which one is stalling.

Try boot in safe mode and if you are able to boot in safe mode then windows need to be repaired else its an issue with the hardware and try removing external devices like printer etc..

Resolve it...

I had an issue similar to this a while back! I couldn't for the life of me figure what was causing a computer to boot so slowly...

Turned everything off that could possibly be turned off and removed everything that could be removed...It turned out to ba the harddrive....running at about 500rpms instead of the 7200 that it should have been doing... This doesn't show in any of the logs or even with SMART enabled

Well that could be my problem, how did you determine that the HD was spinning at that rate?, I have turned everything off, i can get into safemode but it is extremely slow even there.. as i said before, it is extremely slow as soon as i push the 'on' button.. (getting into the BIOS) I have another HD, I'll format that and give it a try..

just want to let all that offered help..
i think i am on the mend.. it seems like it might have been the hard drive.. that is about the only thing, i just installed a spare and it surely is working much faster..
