10% CPU Usage

I'm installed(clean) XP and everything works great but whenever i go 2 Task manager and check the performance, my CPU usage always stays at 10%, even when my computer does nothing and just sits here, cuase of that whenver i play any games like Quake 3 theres a slight pause whenver moving. Now i know it cuase of the CPU usage cuase it wouldn't do that on my friends computer. I also got rid of any unecessary start items and have plent of free space and ram. How would fix this problom so that my CPU usage ain't always at 10%? I have a Tyan Motherboard with a P3 800Mhz, 512 MB of ram, ELSA GeForce 3, 30gig HD & a 7gig HD(backup) Thanx in advance

I have the same problem! I have figured out one thing though. In the process list, if I end the SYSTEM process, it fixes it and the system idles at 0%-1%. Plus no more pauses during games etc. However, doing so seems to kill my sound :(. And the problem comes back everytime I reboot. I really wish I could find the answer to this cuz the freezing/pausing every few seconds pretty much makes the pc useless.

Summary: I'm running Win XP Pro with P4 on ASUS Mobo. 512 RAM. Recently my CPU usage shoots up to 100% and most programs won't load. If I wait 5-10 minutes after double clicking on something, it will open up...
